Kevin O'Keeffe

Kevin O’Keeffe brings over twenty years of government relations experience to Meringer, Zois & Quigg. Mr. O’Keeffe has experience with a wide variety of issues including alcoholic beverage laws, public safety, economic development, transportation, budget, education, insurance, environmental, healthcare, labor, gaming and local government law.

From 1989-1991, Mr. O’Keeffe worked on housing, planning and economic developmental issues for Baltimore City. In 1992, Mr. O’Keeffe began lobbying for Baltimore City before the Maryland General Assembly. From 1993-1995, Mr. O’Keeffe

served as the Director of Government Relations for the Baltimore City Public School System. Throughout 1997, Mr. O’Keeffe served as Deputy Director of State Relations for Baltimore City. In 1998, Mr. O’Keeffe was appointed Director of State Relations for Baltimore City. From December 1999 through September 2005, Mr. O’Keeffe served as Director of Government Relations for Anne Arundel County. Since 2007 Mr. O’Keeffe has been a lobbyist in private practice.

Mr. O’Keeffe has represented the following clients: Anne Arundel County, Baltimore City, Maryland Amusement and Music Operators Association, APS Healthcare, The Daily Record, Preferred Homecare, Maryland Computer Services Association, Penn National Gaming, Advantica Eyecare, Vendomatic, The National Association of Drug Court Professionals, The Friedman Foundation For Educational Choice, AJ Video Amusements Inc., Quality Tobacco, Prevent Blindness Mid-Atlantic, Independent Electrical Contractors (IEC) Chesapeake, and Gateway Gaming.

Mr. O’Keeffe was instrumental in defeating a proposed tax increase on arcade games during the 2007 special session of the Maryland General Assembly. During the 2008 legislative session, Mr. O’Keeffe was a part of the lobbyist team that repealed the computer service tax. In addition, he played a key role in defeating legislation that would have had a significant negative financial impact on newspapers.

Mr. O’Keeffe received his undergraduate degree from Georgetown University in 1986-Cum Laude. Also that year, Georgetown University Press published his thesis: Baltimore Politics 1971-1986, The Schaefer Years and the Struggle for Succession. Mr. O’Keeffe’s J.D. was received at the Georgetown University Law Center, Washington, D.C. in 1989.
